Far Cry 3 still offers damn good time, and the Classic Edition is a great way to revisit Ubisoft’s influential classic or dive into it with fresh eyes. The tried-and-tested formula has advanced in recent years, leaving some aspects of Far Cry 3 to feel aged and inconsiderate, which could be too high a hurdle for newcomers to overcome.

I haven't heard anything from the dev's, but IIRC Far Cry Blood Dragon was originally a stand alone expansion so it's not surprising to me that it's not included here. I would love to play it again! Probaby because it is simply a port of the original far cry 3. Most ports dont include anything other than the base game.
Far Cry Vengeance on Wii is the only Far Cry game Ubisoft had released on a Nintendo system. It seems it will remain that way forever. Yep this is a reality where Switch has every single Crysis game but not a single FC game.
The extra stuff you can get 100% offline if you don't have internet, of course with the exception of Blood Dragon. Classic Edition includes some extra stuff that the regular PS3 didn't have, such as: 1) An extra Tatau on Jason's other arm along with an alternate tribal knife, if you are tired of the machete. 2) Hurk's missions.

The truck in question is only accessible during an assassination mission to kill an elite heavy that you unlock after liberating one of the southwestern garrisons. The enemy is crowded around a bunker and the truck is parked nearby. It apparently only spawns there during that mission.
